Continuing Education Requirements by Individual License Type every Renewal Period:
Owner 51% or More – (8) hours – (7) hours subject matter related to service provided and (1) hour ethics
Alarm Installer – (Prior to Renewal) – (8) hours in alarm related field with (1) hour of NEC (National Electrical Code – low voltage)
Alarm Level 1 Instructor – (8) hours – (7) hours subject matter related to service provided and (1) hour ethics

– Continuing education courses are only valid if completed with the two-year period preceding the licenses’ current expiration date.
– Attendees and Companies shall maintain certificates of completion issued by the school in file for a period of 2 years and will be made available upon the department’s request.
– An application to renew an individual license may not be submitted until the required minimum hours of department approved continuing education credits have been earned in accordance with the Act and this chapter. Proof of the required continuing education must be maintained by the employer and contained in the employee’s personnel file. All individual licensees shall indicate they have completed the required minimum hours of department approved continuing education credits on their application for renewal

RULE §35.161 CONTINUING EDUCATION REQUIREMENTS
(h) –Initial Certification: During the first twelve (12) months of initial registration, each person employed as an alarm system installer must complete Alarm Level I training, consisting of sixteen (16) hours of classroom instruction or equivalent online course as approved by the department, with two (2) hours covering the National Electrical Code (NEC) as it applies to low voltage.
Sec. 1702.236. EXAMINATION AND TRAINING REQUIREMENTS FOR ELECTRONIC ACCESS CONTROL DEVICE INSTALLERS.
(a) The department shall require an individual who applies for an individual license as an electronic access control device installer to pass an examination given by the department or a person approved by the department. The examination must cover material related to access control.
Sec. 1702.223. ALARM SYSTEMS INSTALLER.
(a) An individual acts as an alarm systems installer for purposes of this chapter if the individual installs, maintains, or repairs an alarm system or detection device.
(b) An alarm systems installer may sell, install, maintain, repair, or service an electronic access control device or a mechanical security device that is capable of activation through a wireless signal. An alarm systems installer may not rekey an electronic access control device or mechanical security device that can be activated by a key. This subsection does not apply to a mechanical security device or electronic access control device installed in a motor vehicle.
(i) For the protection of the installer and the general public, the work of an alarm system installer who has not completed the required sixteen (16) hours of instruction must be overseen by an installer who has completed the required sixteen (16) hours of instruction. The oversight required under this section need not involve direct physical supervision, but the overseeing installer is responsible for ensuring the installation complies with all applicable requirements and regulations.
Sec. 1702.002. DEFINITIONS. In this chapter:
(1) “Alarm system” means:
(A) electronic equipment and devices designed to detect or signal:
(i) an unauthorized entry or attempted entry of a person or object into a residence, business, or area monitored by the system; or
(ii) the occurrence of a robbery or other emergency;
(C) a television camera or still camera system that:
(i) records or archives images of property or individuals in a public or private area of a residence or business; or
(ii) is monitored by security personnel or services.
Sec. 1702.2226. ELECTRONIC ACCESS CONTROL DEVICE INSTALLER.
(a) An individual acts as an electronic access control device installer for purposes of this chapter if the individual installs, maintains, or repairs an electronic access control device.
(b) A person licensed as an electronic access control device installer may not install alarm systems unless the person holds an individual license under this chapter as
an alarm systems installer.
Per the Texas Private Security Board, as of the 85th Legislative Session, which amends Chapter 53, all students obtaining or renewing a license should be aware of changes and updates to the Administrative Rules.
Please be advised under the Private Security Act (Occ. Code Chapter 1702) and Administrative Rule 35.4 (37 Tex. Admin. Code 1), a criminal conviction may disqualify you from a registration, commission or license under the Act. You may wish to review Rule 35.4’s list of disqualifying offenses and the related periods of ineligibility, available on the department’s website at www.dps.texas.gov/rsd/psb/index.htm (click on the link to Administrative Code). You also have a right to request from the department a criminal history evaluation letter under Occupations Code Section 53.102.

(d) An applicant may only schedule each type of test three times within a 12-month period.
(e) An applicant for a license must complete and submit all application requirements within one year of the successful completion of any test required for a license; otherwise, the test is voided and the individual will have to pass the test again
Sec. 6002.203. RENEWAL PROCEDURES.
(d) An individual or organization whose registration certificate or license has been expired for two years or longer may not renew the certificate or license. The individual or organization may obtain a new registration certificate or license by complying with the requirements and procedures for obtaining an initial registration certificate or license.
What are the educational requirements for an Electrician?
Electrician licensees must complete four (4) hours of continuing education in courses approved by the department. These courses must address the following:
- National Electrical Code, as adopted under Title 8, Occupations Code §1305.101, or the current version of the National Electrical Code, as approved by the National Fire Protection Association (NFPA)
- State law and rules that regulate the conduct of licensees
- Safety as defined in the National Fire Protection Association (NFPA) 70E.
In lieu of taking four hours of continuing education as required in §73.25(b), an electrical apprentice or electrical sign apprentice may enroll in a department-registered apprenticeship training program.
Continuing education courses must be completed within the term of the license being renewed. For example, if a license expires on January 4, 2014, the continuing education courses taken to renew that license must have been taken between January 4, 2013 and January 4, 2014.
For a late renewal, the continuing education courses must have been completed within the one year period immediately prior to the date of renewal.
Licensees may not receive continuing education credit for attending the same course more than once. Further, licensees must retain a copy of the certificate of completion for a course for one year after the date of completion. In conducting any inspection or investigation of the licensee, the department may examine the licensee’s records to determine compliance.
